To Qualify:
1. Care Required:
A. Must be an urgent non-elective medical procedure and non-routine medical care (i.e. not vaccination, spay/neuter etc.)
B. Cost must be equal to or exceed $500
C. Care must be provided at the Veterinary Emergency Clinic (located at 920 Yonge St or 280 Sheppard Ave East, Toronto) eventually this will extend to include specific emergency and/or specialty facilities within the borders of the province of Ontario.
D. Care must be provided by a veterinarian registered in the province of Ontario.
2. Person or Persons qualifying must be residents of Ontario who cannot otherwise afford to pay for the treatment and who fall under one of the following categories:
A. Persons or families qualifying under Statistics Canada’s most recently published LIMs (Low Income Measures) for before-tax income. Income of these persons/families must be within approximately 10% of the published LIMs. Currently these are:

B. People with disabilities who receive the Ontario Disability Support Payment (ODSP)
C. Seniors who receive the Federal Guaranteed Income Supplement (GIS)
D. Persons or families who have recently experienced sudden and traumatic loss of assets due to fire or flood.
E. Persons whose pet has been taken into the SafePet program when fleeing domestic violence or abuse.
Required “Proof”:
1. 2 Pieces of ID, including at least 1 piece of photo ID (driver’s license, passport, etc.) and 1 piece of government issued ID (social insurance card, health card etc.)
2. Most recent documentation pertaining to:
A. Qualifying Category 1: For those qualifying under LIM:
- Most recent Income tax documentation
B. Qualifying Category 2: For those qualifying under Ontario Disability Support Program:
- A current monthly ODSP income statement in the client’s name; OR
- A letter of entitlement from the Regional ODSP office.
C. Qualifying Category 3: For those qualifying under Guaranteed Income Supplement Program
- A letter of entitlement from HRDC (Human Resources and skills Development Canada)
D. Qualifying Category 4: For those qualifying under traumatic loss:|
- An official incident report (i.e. 911 call out report, fire report etc.)
- Proof of ownership (deed or mortgage documents) or rental (lease or letter from landlord
accompanied by deed or mortgage documents) of the premises affected.
E. Qualifying Category 5: For those qualifying under SafePet
CAWF will work in conjunction with the SafePet program/OVMA
What Types of Animals Qualify for Funding?
The CAWF will provide funding to subsidize the treatment of any species of companion animal. This will be limited only by access to care.
Limits on Funding:
Qualifying cases must:
1. Cost must be equal to or exceed $500.
2. The owner should be able to cover 10% of the total cost for treatment, up to a maximum of $100, at the time of treatment (if they cannot they are still eligible for funding)
3. All services or procedures must be essential (a review committee, including at least 2 veterinarians, will review itemized estimates and/or invoices to determine that all procedures or services performed are essential, coverage will not be provided for specific items that are deemed to be superfluous).
4. Funding will not otherwise be limited by household or clinic unless funding is unavailable due to demand surpassing contributions to the CAWF.
